FamFamFam: These 16x16 PNGs come in really handy whenever you need just a ton of icons to choose from. There are several packages to choose from including a set of flag icons.

Iconaholic: Several packages of ICOs to choose from including Windows XP themed folder icons, Transmisson icons, and some other cool stuff.

NDesign-Studio: The MiniPixel Icons are several small assortments of specificcally-themed icons including ecommerce icons, web design icons, general icons, and many more. They also provide other free goodies like Vector Cliparts, I Love... icons, and other cool stuff.
